Powerplay rules across formats: ODI and T20 restrictions

How fielding restrictions work in ODIs and T20s: the circle, fielders in and out, how the phases split an innings, and why the middle overs decide matches.

Limited-overs cricket had a problem almost as soon as it was invented. Given a fixed number of overs and no other constraint, the sensible thing for a fielding captain to do is to push nine fielders to the boundary and concede singles all day. It is dull, it is effective, and in the early years of one-day cricket it very nearly killed the format before it started.

The powerplay is the answer to that problem. It is a rule that forces fielders to stand where they do not want to stand, for a defined portion of the innings, in order to guarantee that boundaries are available. Everything that follows, the phases of a modern innings, the anchor and the finisher, the value of wickets in hand, the whole architecture of white-ball strategy, is downstream of a painted white line on the outfield.

The circle

Every limited-overs ground has an inner ring marked on the outfield. It is made of two semicircles of thirty yards radius, centred on the middle stump at each end, joined by two straight lines parallel to the pitch. It is usually marked with painted dots or small discs rather than a continuous line, so that it does not interfere with the ball, and the whole thing is loosely called the thirty-yard circle or simply the circle.

A fielder is inside the circle if they are within that shape at the moment the ball is delivered. Where they run afterwards is their own business. This matters more than it sounds: a fielder can start inside the circle, sprint out as the bowler releases, and be twenty yards behind it by the time the ball reaches the bat. Backward point and mid-off do this constantly in the death overs, and it is entirely legal.

Two fielders are exempt from all of this: the bowler and the wicketkeeper.

Alongside the circle, two restrictions from the Laws apply in every format, including Test cricket.

  • No more than five fielders may be on the leg side at the moment of delivery.
  • No more than two fielders may be behind square on the leg side.

The second of those is the old anti-bodyline provision, and it is the reason a captain setting a leg-side field for a bouncer barrage runs out of positions almost immediately. Breaching either one is a no ball.

One-day internationals

The fifty overs of an ODI innings are divided into three fielding phases.

That is the whole rule. Two fielders out at the start, four in the long middle, five at the end.

The consequences are severe at both extremes. With only two fielders permitted outside the ring, a captain has to choose two boundary positions out of a possible dozen and accept that the rest of the field is undefended. Traditionally that meant a man at fine leg and one at deep point or third man, protecting the areas behind square where an edge or a deflection runs away. Anything hit in front of square in the first ten overs, if it beats the infield, goes for four.

With five out at the death, the arithmetic reverses. The captain now has four in the circle to save singles and five on the rope, and the bowling side's problem becomes which five gaps to leave rather than which two to cover.

The middle band, four out across thirty overs, is where the innings is actually decided, and we will come back to it.

The ODI powerplay has been repeatedly reworked over the years. There have been periods with a mandatory opening block plus two optional five-over blocks, one taken by the bowling side and one by the batting side. The batting powerplay, in particular, produced a strange stalemate: batting sides delayed it as long as they were allowed, then lost wickets trying to use it, and the innovation was eventually abandoned. The number of fielders permitted in the middle overs has also moved between four and five in different eras, and each change visibly moved par scores. The version in the table above is the settled modern one, but playing conditions for any given tournament are worth checking, because domestic competitions do vary.

Twenty20

T20 keeps the same idea and compresses it.

Two phases, not three. The powerplay is six overs, slightly less than a third of the innings, which is proportionally longer than the ODI equivalent. After it ends, the restriction jumps straight to five out, with no intermediate band.

That single jump is the defining feature of T20 strategy. In an ODI the transition out of the powerplay is a step down; in a T20 it is a cliff. An over that goes for eighteen in the sixth over becomes an over that goes for seven in the seventh, against the same bowler bowling the same balls, purely because three more fielders are now on the boundary.

Most T20 competitions add an in-match over-rate penalty. If the fielding side is not in position to begin the final over by a set cut-off time, one fielder must be brought inside the circle for the remaining overs. It is a far more effective deterrent than a post-match fine, because it costs runs immediately and visibly, and it has done more to speed up the game than any amount of disciplinary paperwork. The exact mechanism differs between competitions, so check the playing conditions.

Twenty-over cricket also carries a scatter of competition-specific rules that interact with the fielding restrictions: strategic timeouts, impact or tactical substitutes, and in some leagues an additional short powerplay taken at the batting side's discretion. These come and go. The thirty-yard circle does not.

Test cricket, for contrast

There are no fielding restrictions in Test or first-class cricket beyond the two Laws on leg-side fielders. A captain may put every fielder on the boundary if they wish, and occasionally does when a tail-ender is farming the strike or when the follow-on is being defended.

The reason Test cricket does not need a powerplay is that it has an unlimited-overs equivalent built in: the bowling side must take twenty wickets to win, so purely defensive fields are self-defeating. How the phases divide an innings

Commentators talk about the powerplay, the middle overs and the death as though they were formal divisions. Only the first is written down. The others are conventions, but they are conventions with real boundaries, because they correspond to changes in what is possible.

The powerplay. Boundaries are available, so the batting side's job is to take them without losing the wickets that fund the rest of the innings. The bowling side's job is the mirror image: attack while the fielders are up, because wickets taken here are worth more than wickets taken later. A new ball, hard and seaming, plus two fielders out, is the most bowler-friendly and simultaneously the most batter-friendly phase of the game. It has the highest scoring rate and the highest dismissal rate at once.

The middle overs. The field spreads, the ball softens, the pitch flattens, spin arrives. Boundaries become hard to find and singles become easy. This is the phase that decides most matches, and it is the least watched.

The death. Fielders are maximally spread, the batting side has fewer balls to protect and therefore less to lose, and the bowling side is trying to survive rather than attack. Yorkers, wide lines, slower balls, deep point and long-off pushed a yard finer, and a great deal of shouting.

Why the middle overs became the battleground

For a long time, one-day cricket was understood as a game of two bursts with a rest in between. You scored quickly at the start, you consolidated, and then you accelerated. The middle was regarded as a holding pattern.

That view collapsed for a simple arithmetical reason. In an ODI, the middle band runs from over eleven to over forty. That is thirty overs, three fifths of the innings, played under a single set of restrictions. Whatever happens there dominates the total, and treating it as a rest period was leaving an enormous amount of the game unplayed.

Three things changed once teams looked at it properly.

The strike rotation problem became a strategic priority. With four fielders out and five in the ring, the singles are available but they have to be taken. A pair that lets two or three balls an over go by without scoring is haemorrhaging runs invisibly. Modern batting sides train specifically for this: manipulating the field, running hard for one, turning ones into twos in the deep, and never allowing a bowler to bowl a maiden by accident.

Spin became the middle-overs weapon. Four fielders out is enough protection for a spinner to attack with a slip or a short leg while still guarding the two straight boundaries and one square one. A spinner bowling in the middle overs with a soft ball on a used pitch can go at four an over and take wickets, and a wicket in the middle overs does not just remove a batter, it removes the platform for the death.

Wickets became a resource to be spent deliberately. The value of a wicket in hand is that it permits risk later. A side that reaches over forty with eight wickets standing can attack every ball of the last ten; a side that reaches it with four can attack roughly half. Modern batting plans allocate wickets to phases in advance, in the same way they allocate overs, and the middle overs are where that allocation is either protected or blown.

The same logic runs through T20, compressed. The equivalent phase is overs seven to fifteen, and it has become the phase where the match is genuinely won or lost, because everybody now knows how to bat in the powerplay and how to bowl at the death. The differentiating skill is what happens in between.

How captains plan around the restrictions

A fielding captain in a limited-overs match is solving a constrained optimisation problem in real time, and the constraints are the ones above.

Bowler allocation. Each bowler has a maximum, ten overs in an ODI, four in a T20. Those overs have to be distributed across three phases with very different demands. Holding back your best death bowler means somebody else bowls in the middle; using him early means the last over goes to your fifth option. Almost every collapse at the death traces back to an allocation decision taken twenty overs earlier.

Matchups. The direction the ball turns or swings, relative to the batter's handedness, decides which boundary is the dangerous one and therefore where the permitted fielders go. Against a left-right pair the field has to be reset every single, which is why a well-set opposite-handed partnership is so hard to contain and why bowling sides work hard to break one up.

Attacking within the restriction. With two fielders out, a captain can still post a slip. Whether to do so is the central early decision: a slip is a wicket-taking position that costs nothing while the ball is new and everything once the batter is set. Captains who take the slip out at the first sign of trouble often never get it back.

The straight boundaries. With five out, the instinct is to spread square. The better captains protect straight first, because the highest-percentage shots against good death bowling go down the ground, and because a fielder at long-on covers both the slog-swept six and the mishit.

A batting side plans in mirror image.

Count the gaps, not the fielders. With five out there are, in practice, three or four undefended boundary sectors at any moment. Good players in the death overs are not hitting hard at random; they are hitting into a sector they identified before the bowler ran in.

Attack the phase, not the ball. A batting plan that says "sixty in the powerplay for the loss of one" is more robust than one that says "hit the fourth ball for four". Phase targets absorb a bad over. Ball-by-ball targets do not.

Use the transition. The over immediately after the restrictions lift is the one where batting sides most often lose momentum, because the field changes and the ball suddenly stops going anywhere. The counter is to pre-plan it: accept a quiet over, rotate strike, and take a fresh look rather than trying to keep a rate going that the field no longer permits.

Spend the last ten deliberately. A batting side that arrives at the final phase with wickets and a set batter converts the restriction on the fielding side into runs. One that arrives with a new player at the crease and two wickets in hand is playing under the same rules with none of the benefit.

Watching for it

The fielding restrictions make the strategy legible if you know where to look, and the field is easier to read than the ball. Before the bowler runs in, count how many fielders are outside the circle. That tells you the phase. Then look at where they are, not how many. Two out at fine leg and third man is a captain protecting against the edge. Two out at deep midwicket and long-off is a captain who has decided the batter will attack straight and is willing to concede behind square.

At the other end of the innings, watch the fielders inside the ring in the last two overs. If they are pushing in to save the single, the bowling side is defending a narrow margin. If they have dropped back to the edge of the circle, the captain has decided that ones do not matter and is trying to prevent twos and mishit boundaries. That single adjustment tells you what the bowling side thinks the target really is, usually before the commentators do.
